Anyone can't off it or stop it but if you have knowledge of creating extension you can design your own pivot where you can disable this option and customize it by your own way. You might try moving the slicer to another sheet which you then could hide (best to hide the sheet via the vba editor so the novice user cant unhide it as easily) which would accomplish the same goal.
